From 2003 a group of young people meet in different activities aimed at leaders of their organizations, most of them concerned about the situation of Bolivia, decides to maintain contact through a youth network called CODEJU-Departmental Coordinator of Youth, said institution was composed of representatives of various youth groups such as being a Junior Chamber, College of Politologists, The Community for Human Development, Municipal Council of Youth, CEICAB-Center for Research of Indigenous Cultures of Bolivia, Student Centers, Association of Young Entrepreneurs and many other independent young people.
In several meetings of CODEJU the lack of Leadership and institutionality was identified within the youth organizations, Motivo for which on December 12, 2006 it was decided to create a new organization called Leadership and Development-LIDES, a renewed Civil Partnership to develop capacities of young people and thus renew the political, social and economic leadership of the country.
In May 2007 the legal recognition was obtained through its legal personality.
LIDES- Leadership and Development, has recognized the prefecture of the department of La Paz, through its legal personality-Resolution No. 957/07, with legal recognition at the national level.
