In 2006 we recognized this critical gap. Maintenance beneficiaries struggling to collect arrears child maintenance from defaulters. After lobbying for legislative changes, we saw them enacted in 2015. Any arrear maintenance becomes a civil debt after 10 days of non-payment and must be reported to credit bureaus. However, this is not being enforced.
